Can I teach my Jack Russel Terrier off the leash?

The dog is about 4 years old and I would like to have him follow me around reliably off the leash. The books and research I have done lead me to believe that this will be a tough and difficult task but I am firm believe that with enough persistence anything can be done.

Do you have any experience with other terrier breeds?

My Jack Russell cross dog cries with excitement in the moment he sees the leash and sits during his hike. If I had gone he is quiet, but he bites big dogs, so I would not be able to have him let off. I tried not to him until he calmed down a bit and that helps, but once it another dog or jogger, he goes crazy looks. He is a rescue dog of 1 year and is not afraid of anything, especially not me, so I do not yell or hit him to stop it. I have two classes, and tried antibark collars no use. Help help

My dog is a Jack Russell mix and she is very hyper sometimes I let her in the street on their own (I live in NY) and they come back in within hours or sometimes I go to them with a leash. I let it rarley from Scince she got in an accident so now I want to learn how to walk without a leash. she is very hyper and I tried it ran and came 30 minutes later.

I recently bought a new puppy. She is a Jack Russell Terrier and she is very hyperactive. However, it will need to walk far to maintain his cash, at least quiet. But when I try to put a strap biting the leash and only very rarely, even after me or walk at all. Does anyone have tips or tricks for training your belt?
