I have 2 dogs. One is a Jack Russell and he poops inside and now our other dog folows. How can I train good?

The other dog is a German Shorthair Pointer and aging and is used to be the only dog home. Since the young Jack Russell has started to live here, Sawyer (The pointer German short-haired), does not Sparky (the Jack Russell), eat when you eat, lay on the sofa itself, or the floor beside the other. As long as the home of Sparky pottey Sawyer did the same thing now. Sawyer only use the toilet outside. They also point to many fights. They fight when there is a bone to chew. Sawyer and sometimes sat in as Sparky and tries to bite! Sparky has little time behind the ear and leg. Sparky has parasites in her stern, so that whenever you go backwards, we must seize it or Sawyer could do it too. Sparky is flawed in some of their legs, and we can not afford the surgery. Thus, at box on one or both legs. And usually when it stops, lift one leg a little. Sawyer is not a sweet dog so angry when he is sparky little ears. And somehow, he always tries to bite Sawyers Sparky legs. How can I stop and go into battle, make Sparky and Sawyer just eat their food, no toilet in the house, and for Sawyer Sparky no longer bites. We also need a way to discipline.
